Younis was born in Burewal, Wehari district, Punjab, Pakistan. He studied at Sadiq Public School in Bahawalpur, Pakistan, Islamia Pakistan School in Sharjah, and Government College in Burewal, Pakistan. He grew up in Sharjah in the United Arab Emirates, where his father became a settlement worker. He returned to Pakistan and started playing cricket there as a teenager. He often went to Burevala to play cricket, which earned him the nickname "Burevala Express". During his college and college years, he was, as he calls himself, an athlete of all fields, being a runner, javelin thrower, pole vaulter, and pole vaulter in certain competitions before deciding on pace bowling. He is married to Dr. Faryal Waqar Younis, a Pakistani Australian. They have a son, Azaan Waqar, and daughters, Mariam and Myra Waqar, and now live in Kellyville, Australia. Younis has also worked as a sports commentator on television on the Nine Network in Australia and on Ten Sports in the United Arab Emirates.

Younis started his cricket career in 1987/88 Pakistan, playing for numerous quality cricket clubs. However, he suffered damage when he reduced and removed the little finger on his left hand  after jumping into the canal. He recovered from this turn of fate and continued to stick to his profession. He was eventually discovered with the help of former Pakistani captain Imran Khan and turned into the chosen one to become part of the whole country. He showed six of the best exceptional video games when he was suddenly selected for the Pakistan camp. Waqar says: "I do not forget that Imran changed his clothes at the time when he was not feeling well, and was not present at the camp. Thankfully, the Super Will Cup turned into an event, and among the Combined Bank and Delhi XI was in form. Salim Jaffar got injured and I got an opportunity to play this game. Imran was watching me on TV, but he actually came down to the ground to see how the sport would end. The very next day, he met with me and said that I might go to Sharjah next month. Just meeting Imran at that time turned into a sufficient pleasure for me, but for him to inform me of my choice was just out of this international."

Younis made his international cricket debut for Pakistan against India on 16 November 1989, the same year that Indian batsman Sachin Tendulkar made his debut. Waqar took four wickets in the draw, including the wickets of Tendulkar and Kapiladev. He made an immediate impact along with his speed and became known in the cricket media as "Vicky" or "Bureval Express". Waqar on Wasim Akram's side often opened the bowling attack for Pakistan, becoming a dangerous and effective attack. In his stature, he developed into a completely short fast bowler and scored a hat-trick in a one-day international against New Zealand in 1994.  In early 2000., he was briefly excluded from the Pakistan team, allegedly due to disqualification and conflicts with fellow bowler and captain Akram.

Waqar is one of several Pakistani fast bowlers, starting with Sarfraz Nawaz, who was a hit in reverse swing bowling, due to being used as an old bowler early in his profession until Imran Khan retire. In partnership with Akram, Younis opened a Pakistani bowling club in the nineties. Critics and students of cricket describe Younis and Akram as one of the most effective fast bowling partnerships in the history of cricket due to their ability to swing the ball at high speed. The ability to reverse swing and his pace has led to him developing into one of the most experienced bowlers in modern cricket.

Waqar determined his backswing ability by manipulating a vintage ball; with one bright face, with one solid face, the ball could move in the opposite direction to the traditional swing. This resulted in Waqar having the ability to bowl within the confines of a cricket pitch, and as a result both Waqar and Akram were successful in capturing wickets with this swing bowling change. His fastest transport in cricket turned into a 153 km / h or ninety-five, 1 mph, transport that he collided with South Africa in 1993, but that changed after he suffered serious back-to-back crashes that are without a doubt, reduced his bowling speed. He also became influential within the use of bouncers or short deliveries; Waqar's bowling in opposition to South Africa at Sheikhupura in Pakistan is remembered for his powerful use of fast delivery.

After Pakistan's in-form test series win against England in 1992, the English media was suspicious of the reverse swing. This was particularly unknown to the International Cricket Organization throughout this period, and it sparked accusations of foul play by critics, but cricket officials found no evidence of foul play, and the reverse swing pitching skill was universal in cricket.
The world's fastest sprinter and runner, Usain Bolt, originally from Jamaica (in the West Indies), once answered a question about who his heroes were when he was a child: "When I was very young, I loved the Pakistan cricket team. Waqar Younis was one of the greatest bowlers in history, and I was a bowler, so I really enjoyed watching him. I was a big fan of Pakistan until I got older, when I noticed that I actually had to support my home team." When asked what if there was a match between Pakistan and the Windies, Bolt remarked: "I would still support Pakistan, that's what I say – when I was little, everything was about Pakistan
